Resource Remover deletes the resource fork from macintosh files.
This is useful to move files on platforms different from the Mac.
Moving a 'cross platform' file from Mac to other platform can cause trouble because others platform doesn't understand 'resource' and try to read them as they where data.
It's also useful for web files stored on server to save disk space considering web server doesn't use the resource fork of files.
